APPEAL – JOCKEY DAVID POWEL vs. STEWARDS’ DECISION
KINGSTON, Jamaica - On Thursday 1st September, 2022, the Jamaica Racing Commission heard an appeal submitted by Owner/Trainer David Powell against the Stewards’ decision handed down on November 9, 2021, to revoke both his Owner and Trainer Licenses. This is as a result of investigations highlighting the poor condition of the horse FLY FIRST CLASS, who subsequently died on October 17, 2021 whilst under his care.
After carefully reviewing submissions made by Mr. Lawrence Heffes and Mr. Patrick Smellie who both represented Owner/Trainer David Powell, along with submissions made by the Jamaica Racing Commission’s Senior Veterinarian, Dr. Sophia Ramlal, and the Operations Steward, the commission upheld the decision of the Stewards to revoke Mr. Powell’s Trainers’ license for the current licensing period (the licencing period ends on January 31, 2023. The commission further granted Mr. Powell permission to retain his Owners license, and cautioned him to be on his best behaviour.
